CALIFORNIA UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT 
(Informal Bidding Procedures)

On April 13, 2004, the City Council of the City of Rohnert Park adopted Ordinance No. 710, thereby adopting Informal Bidding Procedures as described in the Uniform Public Construction Cost Accounting Act (Section 22000 of the Public Contract Code, now referred to as "California Uniform Public Cost Accounting Act", or CUPCAA). The Informal Bidding Procedures allow the City to award contracts for public construction projects, as defined in Public Contract Code Section 22002, which meet specific criteria for cost utilizing the informal bidding process set forth in the Public Contract Code Section 22034.


Procedures for Establishment and Maintenance of a List of Qualified Contractors

During November of each year the City of Rohnert Park will mail a written notice to all construction trade journals designated for the city under Public Contract Code Section 22036, inviting all licensed contractors to register on the city's Bidders List for Notification of Informal Bids for the following calendar year. The city will create a new contractor's bidders list starting January 1st of each year.

To be included on the city's informal bidders list, contractors are encouraged to register their business using the online form. Registering online allows a business to instantly be included on the informal bidders list and allows a contractor to update their contact information, etc. to ensure the city has the most recent information.


Informal Bidding Process

Projects valued at less than $175,000 may be let to informal bidding, in accordance with the informal bidding procedures of the Uniform Public Construction Cost Accounting Act. When a project is to be awarded via informal bidding, contractors that have registered on the informal bidders list will be notified with a general project description, location of where to obtain more detailed information, and the time and place of bid submission at least ten (10) days in advance of the submission deadline and bid opening..


Registering for the Informal Bidders List

The informal bidders list is administered by Development Services through the City of Rohnert Park’s website. If you would like to have your construction company included on the city's bidders list, please complete and submit the online form "Request to Be Included in the City of Rohnert Park's Bidders List for Notification of Informal Bids". When completing the online form, it is important that correct and accurate addresses, email addresses, and/or fax numbers are included and the type of contractor's license is specified. Businesses that do not have accurate contact information or that fail to specify the type of work they are licensed to perform will not be notified when a project is let to informal bidding.
