Purchasing The City of Rohnert Park’s purchasing operation is a division of the Finance Department. Materials, supplies, equipment, vehicles and services are procured through a centralized purchasing system headed by the Purchasing Agent. It is purchasing job to obtain quality, cost-effective goods and services needed by all departments to carry out their mission of serving the citizens of Rohnert Park. Purchasing strives to procure these required goods and services in the appropriate quantity, delivered in a timely manner through the competitive bid process. It is our goal to ensure that the citizens of Rohnert Park receive the maximum value for every expenditure. The City is not responsible for the confidentiality of information transmitted over the Internet. Vendors and potential vendors should keep in mind that the City of Rohnert Park’s policy requires that procurement of materials, supplies, equipment, vehicles, services and construction services be done in a manner to encourage open competition through competitive bidding or competitive sealed proposals. When applicable the City also provides a one percent (1%) local vendor preference. This preference shall apply to bids where written or verbal bids are solicited. Public Works Contracts Public Works may be defined as any project which includes the erection, construction, alteration, painting, repair or improvement of any public structure, building or road (California Public Contract Code). Labor intensive work on a public agency’s infrastructure falls within this category. Also, work which requires a valid contractor’s license is usually a public works project. These projects are either managed by the Purchasing Division or the Engineering Department. Because public works projects account for a great deal of the City’s expenditures, and also account for a great portion of its risks, contractor’s liability insurance, workers’ compensation insurance and automobile liability insurance must be secured prior to commencement of work with the City named as additional insured. InsuranceAll Contractor’s shall maintain limits no less than: General Liability: two million ($2,000,000) per occurrence for bodily injury, personal injury and property damage. Automobile Liability: two million ($2,000,000) per accident for bodily injury and property damage. Employer's Liability: one million ($1,000,000) per accident for bodily injury or disease. Such policies shall name the City of Rohnert Park, its officers, officials, employees, and volunteers as additional insured. A contractor must furnish a current certificate of insurance and endorsements on City of Rohnert Park forms to the City’s Purchasing Agent showing the required coverage and providing for thirty (30) days written notice to the City of Rohnert Park by the insurance company prior to cancellation or any change in policy coverage. Only the Certificate of Insurance and Endorsements on City of Rohnert Park forms are acceptable.
